Part One: The Idea, From First Principles

1.1 Start with a simple question

Imagine you had to retake your driving test every time you rented a car. Not show your licence. Retake the test. Theory exam, practical exam, the waiting, the fees. Every single rental.

You would say that is absurd. You already proved you can drive. The licence exists precisely so you prove it once and carry the proof.

Now here is the strange thing: for millions of working people, that absurd system is exactly how their working life operates.

1.2 The problem, in plain words

Some jobs are regulated. Society has decided, sensibly, that before someone guards a building, nurses a patient, or handles other people's money, somebody must check them. Check who they are, check they hold the right licence, check their history, check they are not on a sanctions list.

The problem is not the checking. The problem is that the checking never carries.

Every new employer, agency, or client is required to check again from scratch. Not because anything about the person changed, but because the last employer's checking is locked in the last employer's filing cabinet. The proof does not travel with the person it is about.

The core insight: today, verification belongs to whoever paid for it, not to the person it describes. ACOS reverses that. Your verification belongs to you, and it travels with you.

1.3 Three people living this problem right now

Grace, a nurse. Every agency she registers with asks for her NMC PIN, her DBS, her right to work, her references, her occupational health record. She has assembled this same bundle eleven times in four years. Each time takes days of her life and delays the date she can start earning.

James, a security officer. He wants shifts from three contractors. Each must screen him to the BS7858 standard: identity, five-year history, credit, criminal record. Three screenings, roughly £150 each, two to four weeks each. Same James, checked three times, paid for three times.

Amina, an accountant. Under money-laundering regulations she must verify every new client, and every new client's other advisers must verify the same people again. Everyone photocopies the same passports at each other, forever.

1.4 Why the old system also fails the checkers

It would be one thing if all this repetition at least produced safety. It does not, because every check is a photograph, not a video.

A DBS certificate says the person was clear on the day it was issued. A licence check says the licence was valid that morning. The moment the ink dries, the information starts going stale. A nurse can be struck off on Tuesday and her employer may not learn of it until the next annual audit. The employer paid for certainty and got a snapshot.

So the old system manages to be simultaneously too much checking (the same facts, over and over) and too little (nobody watching between checks). That is the gap ACOS was built to close.

Part Two: The Solution, and Why It Is Genuinely New

2.1 What ACOS is, in one paragraph

ACOS gives each person one living Compliance Passport. You fill it in once, across the twelve areas of working life that regulated employers care about. ACOS then verifies your details directly against the official source registers (the SIA register, the NMC register, Companies House, the FCA register, HMRC, the Royal Mail address file), stamps each detail with where and when it was checked, condenses the whole picture into one Trust Score out of 100, and then keeps re-checking automatically every 30 days so the picture never goes stale. When someone needs to check you, you send a secure link and they see verified truth in minutes.

2.2 The credit score analogy

Before credit scores existed, every bank investigated every borrower from scratch. Slow, expensive, repeated. The credit score changed that: one portable number, built from verified history, that any lender can consult. Crucially, the score never took the decision away from the bank. The bank still decides. It just decides in minutes, well-informed, instead of weeks, blind.

ACOS is the credit score idea, applied to workplace compliance, with two upgrades the credit system never had: it re-checks itself continuously, and it records the checker's decision in a signed, permanent statement.

2.3 Why this is novel: what already exists, and where it stops

It is fair to ask: surely someone already does this? The honest answer is that pieces exist, and it matters to understand exactly where each piece stops.

A tool is only understood when every user can see their own problem in it. Here is each user, their problem, why nothing they currently use fixes it, and what changes for them.

3.1 The regulated worker (nurse, security officer, carer, driver)

Your problem: you re-prove the same facts to every new employer, you wait weeks each time, and the delay costs you real income.

Why nothing you use fixes it: your certificates live in a drawer and a photo roll. Even when you email them, the employer cannot trust photos, so they re-check everything anyway.

3.2 The gig and multi-employer worker

Your problem: you do not have one employer, you have three or five. The duplication problem multiplies by every one of them.

What changes: one passport serves all of them simultaneously. Each contractor sees the same live, verified record. When your licence renews, all of them see it at once. You are the person the system was most obviously built for.

3.3 The migrant and overseas-trained worker

Part Four: Step by Step, For Each User

4.1 As a worker: build, verify, share

  1. Create your account at app.rainfame.tech, choose Individual, pick your sector and the UK.
  2. Open Compliance and work through the dimensions your sector needs first (a security officer: Identity, Licensing, Right to Work, Employment History, References).
  3. Press Verify wherever it appears. Enter your reference number (SIA licence number, NMC PIN, company number) and ACOS checks the official register in seconds. Verified fields carry a green badge with source and timestamp.
  4. Watch your Trust Score climb on the dashboard, and read the named-requirements banner (for example, "You meet 5 of 6 BS7858 requirements") to see exactly what to complete next.
  5. Share: choose which dimensions to include (you control this entirely), generate the secure link, send it. The employer sees only what you chose, verified at source.
  6. Then do nothing: every 30 days ACOS quietly re-checks your verified fields. Each shows a Last Verified date. If anything lapses, you and anyone relying on your passport are alerted, and your score recovers when you fix it.

4.2 As an employer: receive, review, decide, sign

  1. Create your organisation in the Verifier Portal (choose Verifier at onboarding; Solo or Business plan).
  2. Set up your template: the requirements your standard demands (your BS7858 template, your CQC template).
  3. Open a candidate from your inbox. See their Trust Score, their shared dimensions, the source and timestamp on every verified field, and the match percentage against your template.
  4. Decide: Approve, Decline, or Request More Information.
  5. On approval, read and sign the attestation ("I, [name], on behalf of [organisation], confirm that I have reviewed the compliance evidence presented for [candidate] on [date]. I accept responsibility for this verification decision as the regulated firm.") and tick the permanent-record acknowledgement.
  6. Rely on the alerts: if an employee's verified detail later fails a re-check, you hear about it in days, not at the next audit.

4.3 As a regulator: observe, focus, audit

  1. Sign in with your scoped regulator account.
  2. Read the sector dashboard: compliance rates, firm heatmap, trends. Every figure respects the privacy floor of three.
  3. Focus supervision where the data shows weakness.
  4. When an audit requires it, open the decision's attestation record: who approved, when, against which standard, on what evidence.

Part Five: Why This Matters Beyond Convenience

It would be easy to file ACOS under "admin tools". The numbers say it is bigger than that.

And the human weight falls unevenly. The people hurt most by duplication are those with the least slack: migrant workers navigating unfamiliar paperwork, gig workers multiplying the burden across employers, people restarting careers whose non-linear histories attract extra friction, and small firms competing against companies with entire compliance departments. Making verification portable is not just efficient. It is fairer.

There is also a safety dividend.
